they cant stop you from growing a plant. you could grow tobacco if you really wanted to. Legalizing it lets you grow it in your garden instead of your attic.

the longer they wait to legalize it in the US the more money the government is losing out on. pot smokers are not going to wait for it to become legal to buy/trade and consume marijuana. you snooze you lose lawmakers.
